Background and Objectives: The aim of this research was to identify the factors influencing the development of student sports. This study, both theoretical and applied in nature, was conducted using an exploratory mixed-method approach. The qualitative phase consisted of three main sections: a literature review, semi-structured interviews with experts and specialists in the field of student sports, and finally, the application of the Delphi technique to reach theoretical consensus. The sampling method for interview participants was purposive, and data were collected through fieldwork.
Methods: The data collection instrument in the qualitative phase was semi-structured interviews, which continued until theoretical saturation was reached, with a total of 24 interviews conducted. The statistical sample of this study included directors and experts from the Physical Education and Health Department of the Ministry of Education, the Student Sports Federation, and the Physical Education and Health Departments of provincial education offices, as well as directors and experts from provincial Departments of Sports and Youth, physical education teachers, university faculty members in physical education, and sports management experts
Findings: After reviewing the literature, 84 indicators related to the factors influencing the development of student sports were identified. During the coding phase, these indicators were categorized into five domains education, infrastructure and facilities, financial support and resources, culture and societal attitudes, and policies and planning. These indicators were then presented to the 24 members of the Delphi group over the course of three rounds to reach theoretical consensus. Ultimately, 50 indicators were agreed upon by the Delphi group
Conclusion: Based on the results of this study, key factors to consider in the development of student sports include financial support for student sports, attention to standard sports facilities in schools, providing opportunities for the expression of talents and abilities, increasing physical education hours in the curriculum, and comprehensive support from both private and public sectors for student sports, among other considerations.
